This study investigates the fiscal challenges faced by the city governments in Davao del Norte, in implementing the Responsible Parenthood and Reproductive Health (RPRH) Law. Through a qualitative, single-embedded case study design and key informant interviews with nine health professionals, the research identifies critical barriers including resource inequity in reproductive health, inadequate reproductive facilities, service delivery constraints in local reproductive health programs, and, low prioritization for RH Programs due to competing needs. In response to these challenges, city governments employed adaptive strategies such as strategic resource allocation, external resource mobilization, streamlining reproductive health services through Program Coordination and multi-stakeholder collaboration. The study mainstreams RH funding, diversifying financial sources, community-driven data advocacy, and integrated partnerships, to enhance fiscal sustainability. Ultimately, the research underscores that overcoming these fiscal challenges is essential to achieving equitable and effective reproductive health services, particularly in underserved areas, and contributes to the broader goals of health equity and Sustainable Development Goal 3.
