This study describes the character development program designed continuously through learning, discussion, and activeness in and outside the classroom. The Habituation program begins with the introduction of the form of substances, professions, and social interactions related to waste management. Experimental studies took place in one group posttest design involving 57 grade IV elementary school students in Makassar City. The results of the analysis show that environmental care takes place in three stages: the development of ecological knowledge, environmental attitudes, and students' skills in overcoming waste problems. Continuous programs and teacher guidelines in each stage create environmental care characters.
