Abstract: The implementation of the Voucher Program for Senior High School has been participated by many private secondary schools in the Caraga Region since the first batches of SHS students. Through the Department of Education (DepEd), the government has invested a significant budget in vouching for fees of the SHS students who availed of the program from 2016 to 2022. However, successes and challenges in implementing the said program remained silent because little research has been done to assess it comprehensively. The study aimed to generate a comprehensive picture of the implementation of the Voucher Program through the experiences of its implementers. Using a mixed-method approach, ten (10) private schools from the region were considered. Results showed that the voucher program contributes to the enrolment and graduation rates of SHS students who mostly followed the curriculum exit points. On the other note, the studies also found that payment delays, technical billing procedures, and restrictions to program promotion are evident challenges encountered by the participating schools. It is further concluded that the voucher program has improved both the enrolment and graduation rates in the participating schools. At the same time, areas needing improvements must also be given immediate action to ensure program sustainability.
