Abstract: Digital environment have become an essential system to facilitate good governance, transparency, accountability and inclusive development in India. This research focuses on explore how the Government of India and the Government of Himachal Pradesh are using digital initiatives including policies, programmes, legal frameworks and e-governance to promote digital transformation. The main focus of this research paper is about major digital/IT initiatives, specifically Digital India, IT Rules 2021, DPDP Act 2023;Deepfake Law; the Himachal Pradesh IT Policy (2019); HIMSWAN; e-District Services; and the Himachal Pradesh Digital Media Policy (2024). In the case of Himachal Pradesh a mountain state, digital infrastructure through e-governance has led to better connection between citizens and the administration. The study also discusses major challenges associated with digital transformation, including cyber security threats, data privacy concerns, misinformation, digital inequality, and the digital divide. The paper concludes that effective rollout of digital policies; robust cyber security systems, digital literacy and equitable access to technology are essential for achieving sustainable, inclusive and secure digital governance in India.
