| Abstract: | Welfare programs aimed at building homes for marginalized rural groups often miss the absolute poorest segment of society. This study identifies three distinct policy blind spots: the rigid requirement of pre-existing land titles (Patta), the reliance on out-of-pocket family funds, and unrealistic building budgets. Because the most vulnerable households possess neither land nor savings, government housing grants naturally flow to slightly wealthier, lower-middle-class families who already own a plot. Furthermore, local administrations routinely spend approximately 7 Lakhs on simple, temporary roadside bus stop, yet expect a poor family to construct a permanent, multi-room concrete home with a fraction of that budget 3 to 4 Lakhs. This budget shortfall forces impoverished families into deep debt just to add basic space extensions so their homes are actually livable, resulting in severe multi-generational crowding where seven to eight members occupy a single room. This paper utilizes primary structural analysis and rural development data to argue for an Integrated Housing Delivery Framework where the state distributes land titles and realistic construction funds together as a single, unified package. |
