This study explores the critical relationship between educational infrastructure and learning outcomes in urban India, a rapidly urbanizing context where disparities in access and quality persist. Drawing from robust secondary data sources such as UDISE+ (Unified District Information System for Education), NAS (National Achievement Survey), and ASER (Annual Status of Education Report), the paper evaluates the extent to which infrastructure components—such as classroom availability, sanitation facilities, electricity, digital access, and library resources—contribute to measurable learning gains among school-aged children. The analysis highlights a persistent gap not only in the availability but also in the functionality and effective utilization of infrastructure across public and private institutions, and among different states. Despite near-universal provisioning of basic facilities in many urban schools, the uneven quality and limited integration of educational technology continue to hinder improved learning outcomes. Furthermore, the research identifies systemic inefficiencies, including underutilized resources, maintenance deficits, and weak governance mechanisms. The paper concludes with policy recommendations focusing on enhanced public investment, real-time infrastructure audits, community involvement, and the integration of ICT tools with teacher training. These interventions are essential to achieving more equitable and effective educational development in India’s urban centers.
