| Abstract: | Abstract: This study examines the remarkable fiscal turnaround of Odisha, transitioning from a state grappling with high deficits, unsustainable debt and poor revenue mobilization to one recognized for fiscal discipline and economic resilience. Key reforms, including the implementation of the FRBM Act, VAT, and GST, coupled with enhanced tax administration, have significantly improved the state’s fiscal health. Odisha’s fiscal deficit reduced from 4.88% of GSDP in the pre-reform period to 1.22% post-reform, while the revenue deficit turned into a surplus of -2.29%. Developmental expenditure and capital outlay increased substantially, enabling investments in infrastructure, health, and education. These reforms have not only strengthened the state's fiscal position but also contributed to socio-economic progress, including a sharp decline in poverty levels and improved human development indicators. Despite challenges such as reliance on mining revenues and disaster risks, Odisha’s fiscal strategy offers valuable insights for fostering inclusive and sustainable growth. |
