Abstract: The barangay serves as the basic governmental unit in the Philippines, operating under the oversight of cities and municipalities at the most local administrative level. An Attendance System is essential for every barangay, as it enhances accountability, transparency, and efficiency, laying the groundwork for effective governance and responsible public service. Nowadays, there are many systems that were built to monitor and record the attendance of officials and staff in the barangay. Hence, the system called E-BIODEV: A Systematized Barangay Attendance Monitoring System is a system that records and monitors the attendance within the barangay. The study also focused on the practices, problems, and issues encountered in administering Barangay Attendance Monitoring System. This study employed descriptive research design and system development methods. Descriptive research, also known as statistical research, describes data and characteristics of the system being evaluated using ISO 20510 Software Quality Characteristics Tool for evaluation. For the development of the system, the Software Development Life Cycle (SDLC) was used to identify the series of phases that provide a common understanding of the software building process. Results revealed that the Butigue, Paracelis, Mountain Province administers officials and staffs attendance through traditional paper-and-pen methods, resulting in unorganized and lost records. Hence, results also showed that the records of attendance and officials is challenging due to numerous files, and reporting concerns causing inconvenience and leading to incidents being ignored. The developed system was evaluated by the IT Experts using the ISO 25010 Software Quality Standards. The system is found to be a well-developed monitoring and recording system for pets and animals and provides a more efficient means of implementing laws that protect animals in the barangay.
