Education aims to improve the capacity of human resources. To improve it, a reasoning process and the ability to connect several phenomena are needed so that conclusions can be drawn. Civic Education learning has an important position in the formation of national character (nation and character building), amidst the strong current of globalization. The purpose of the study is to improve students' reasoning through the development of local wisdom-based learning in the Civic Education course. This study was conducted at Universitas Kristen Indonesia Toraja by involving students taking the Civic Education course. Furthermore, the development of learning is divided into seven materials, namely 1) national identity; 2) national unity; 3) constitutional values and norms; 4) people's sovereignty and deliberation; 5) application of democratic principles; 6) archipelago insight; and 7) national commitment. Data collection was carried out through observation, tests and questionnaires. Data analysis techniques used validation tests carried out by experts and reasoning measurements. The results of the study showed that materials developed with a local wisdom approach or through local culture made it easier for students to understand the material presented. In addition, the discussion process also greatly helps improve students' reasoning in drawing conclusions for each material presented so that all materials developed in the Makombongan-based Group Investigation learning model can improve the reasoning abilities of Universitas Kristen Indonesia Toraja students in Civic Education learning.
