Abstract: Panchayati Raj and Rural Development both are inseparable dimensions for rural India. Both focus on development and social well beings of the rural population. ‘Panchayat’ the term is a chain of elected representatives (with government officials) which focus on overall development of the rural areas work on infrastructural and on other human development indicators like health, education, poverty eradication, mitigation of hunger, food and nutritional security, distribution of resources properly, ensure welfare, social security and rights of disadvantaged people, etc. Nyaya Panchayats function as judicial components of Panchayat system which ensures administration and justice at the local level. Panchayat nurtures a wide range of developmental activities in the rural areas which are beneficial to the people both directly and indirectly ways. Panchayats have also been assigned to focus on rural development activities which were once lying with the line departments through the extension officers of blocks and districts. 73rd Constitution Amendment Act, 1992 (11th Schedule) empowers Panchayat bodies to focus on rural and human development through 29 subjects. Panchayats functions beyond the infrastructural and welfare strategy with focus on resolve different disputes, collect revenues, facilitates basic services, assign roles to the elected representatives concerning of social issues, etc. Rural Development is one of the major tasks for the Panchayats which empowered through the legal, financial, and administrative notion by involving people themselves as their democratic rights.
